NACWA’s Board of Directors met April 28, at the conclusion of the National Water Policy Fly-In during Water Week 2022.

The Board took action to approve the preliminary FY 2023 General Fund and Targeted Action Fund (TAF) budgets and separately approved two TAF requests to support a new project on PFAS issues – specifically the cost impacts for clean water utilities dealing with PFAS-related requirements – and to support NACWA engagement on litigation surrounding the Waters of the United States definition to protect several key exclusions relied upon by the water sector.

The Board actively discussed NACWA’s involvement in state-level regulatory and legislative actions and how the Association should coordinate with its members on these state-level issues. State regulatory and legislative actions on PFAS, due in large part to the absence of federal rules or guidance, have led to a patchwork of requirements that could have serious implications for the clean water community.

The Board also discussed the federal government’s recent use of the Clean Water State Revolving Fund (SRF) for Congressionally directed spending (earmarks) and the long-term implications the practice may have for the sustainability of the SRF.
