ST. LOUIS, Mo. (First Alert 4) - In just a few days, St. Louis City residents and the majority of St. Louis County residents will decide two major questions pertaining to water.

Residents will choose the pace at which they want their bills to increase so that the Metropolitan Sewer District (MSD) can comply with federal law. They’ll also decide whether to raise their property taxes to mitigate flooding issues in the area.

Some residents are skeptical if those improvements will reach their neighborhoods.

“We don’t see a change in our area,” said Tesha Stevenson.

Tesha Stevenson says seemingly every time it rains, her North City neighborhood feels like a swimming pool. But the area never sees any relief.
