Upgrading water and wastewater infrastructure that is more than 80 years old in some places and addressing a backlog of deferred maintenance projects that stretches back decades is no easy task. It takes time and money --- and collaboration.

If we truly want to address the complex and costly issues associated with Harrisburg’s aging and undersized infrastructure, then we need a partnership that unites local, state, and federal governments with local property owners and ratepayers.
