Replacing old stormwater pipe under commercial building in Scranton cost $2.9 million

SCRANTON — Pennsylvania American Water recently completed a $2.9 million project to replace a collapsed, century-old stormwater pipe under a commercial building atop a bank of the Lackawanna River on Boulevard Avenue in Green Ridge.

PAW bought the sewer system serving Scranton and Dunmore from the Scranton Sewer Authority at the end of December 2016.

In a lawsuit filed in Lackawanna County Court in September 2020, JD&B of Scranton, which owns the commercial building at 2013-19 Boulevard Ave., claimed the water company’s repairs in 2019 to a sewer/stormwater overflow pipe and embankment undermined the nearby commercial building atop the slope.
