(December 9, 2020) – The Nicholas Institute for Environmental Policy Solutions, a research center at Duke University that focuses on applied environmental policy research, is engaged in a research project to better understand the role and use of State Revolving Funds (SRFs) in the nation’s water service systems.  Specifically, the project is conducting a series of studies to understand:

• why water service systems do (or do not) make use of SRFs to finance infrastructure;
• why SRF commitments are under-committed in some states, or whether such under-commitment is an issue of concern (i.e., whether it is in fact optimally committed); and
• what concerns may lead to water service managers to choose to use, or not use, available SRF funding. 

 Following a series of interviews with state program directors and utilities around the US, the Institute has developed a survey to better identify critical issues in SRF programs. The project leaders would like to hear directly from utilities about their experience.  As you complete this survey, please rely on your professional opinion rather than taking extra time to look up exact numbers. This survey should take around 10 minutes.
