(October 14, 2020) – While there continues to be some back and forth between the White House and Congress on a potential COVID-19 relief package, it remains very unlikely that any final comprehensive bill comes together before the election, regardless of the pandemic’s continuing impact and devastation around the country.

It remains unclear how post-election politics will factor into the White House, Senate and House continuing further COVID-19 relief negotiations when Congress reconvenes in November.

NACWA does anticipate that Congress may still move on Water Resources Development Act (WRDA) 2020 in the post-election session as conference negotiations between the House and Senate are ongoing (see related story).

In the meantime, NACWA is continuing to work closely with Congress to ensure that any final COVID-19 relief legislation includes direct assistance for water and wastewater utilities, as well ensure any final WRDA bill incudes as robust funding as possible for federal clean water programs.
