For 50 years, the National Association of Clean Water Agencies (NACWA) has been the nation’s recognized leader in legislative, regulatory and legal advocacy on the full spectrum of clean water issues, as well as a top technical resource for water management, sustainability and ecosystem protection interests.

NACWA represents public wastewater and stormwater agencies of all sizes nationwide. The Association's unique and growing network strengthens the advocacy voice for all member utilities, and ensures they have the tools necessary to provide affordable and sustainable clean water for all.

Clark County’s Septic Conversion Program Sets New Standard

Clark County Water Reclamation District’s (CCWRD) Septic Conversion Pilot Program is an innovative, grant-funded effort that helps property owners transition from septic systems to the sanitary sewer system at no out-of-pocket cost. This program was launched to improve water quality, protect groundwater resources and support long-term infrastructure planning in the Las Vegas Valley. 

The program targets property owners with septic tanks located near existing sewer lines. Once eligibility is confirmed, CCWRD coordinates the entire process with a licensed contractor, making the transition simple for the homeowner. Converting to sewer service offers several benefits: increased property value, reduced long-term maintenance costs and the removal of aging septic systems that pose environmental risks. It also enables CCWRD to reclaim and treat more wastewater for reuse — supporting sustainability goals for the region. 

The process begins with an online review by CCWRD engineers to determine proximity to a sewer main. If eligible, engineers conduct a site visit to confirm whether gravity flow can be maintained between the septic tank and sewer. If the conditions are met, a licensed contractor works with the homeowner to map out the new line and complete construction, typically within five to ten days. The only interruption is a brief, four- to six-hour water shutoff during the final connection. Final approvals come from Clark County Public Works and the Southern Nevada Health District. Most residents report improved system reliability, fewer odors and backups and greater peace of mind. The only ongoing cost is an annual sewer service fee, currently under $300. 

CCWRD’s successful rollout of this program serves as a model for other utilities exploring ways to modernize infrastructure and provide community-wide benefits. More information is available at cleanwaterteam.com.
