NACWA has gathered a panel of experts to discuss permitting and enforcement issues clean water utilities may be facing as a result of the coronavirus pandemic. Topics will include the implications of recent federal enforcement guidance issued by the U.S. Environmental Protection Agency and Department of Justice, the impacts of force majeure clauses in consent decrees and settlement agreements, and the potential for consent decree modification and citizen law suits.
