Request for Proposals

NACWA is seeking proposals from qualified firms to develop a comprehensive issue paper on nutrient control in light of recent developments at the national and state level. The goal of the paper is to outline a set of strong technical and legal arguments against the modification of the definition of secondary treatment to address nutrient discharges at clean water agencies. To complement this analysis, NACWA is interested in developing a strong technical evaluation of the control of nutrient discharges at point versus nonpoint sources.
All proposals must be received no later than 5:00 pm (Eastern) October 16, 2008. Please see the project background, description and submission instructions in the attached Request for Proposals (PDF) for more details.
