  - Final Adaptive Implementation Report (PDF, members only) NACWA is pleased to announce the availability of a new report on adaptive implementation for total maximum daily loads (TMDLs). Dr. Ken Reckhow of the Nicholas School of the Environment & Earth Sciences at Duke University, who served as the chair of the National Research Council’s (NRC’s) Committee to Assess the Scientific Basis of the TMDL Approach to Water Pollution Reduction, and oversaw the issuance of the corresponding NRC report, "Assessing the TMDL Approach to Water Quality Management," conducted a serious of workshops over the past three years to prepare the report with funding from NACWA, WERF, EPA, and several other stakeholders.
