It was a crisp Thursday morning and George Hawkins, D.C. Water's perennially upbeat chief executive, was sitting before an audience at a swanky gallery near the Walter E. Washington Convention Center. He was the lead speaker at a half-day Summit on Infrastructure and Transportation.
