The Stimulus Stump. . .A Voice for Clean Water Utilities

Please feel free to share whatever information or experiences you have in as much detail as possible. For your convenience, we have provided a list of potential implementation questions for which additional information would be helpful in our advocacy efforts:

• What type of project did your agency apply for under the stimulus package (e.g., traditional wastewater infrastructure upgrades, green infrastructure projects, water or energy efficiency projects, environmentally innovative projects, or other)?
• NACWA has been focused on the Clean Water State Revolving Fund provisions of the ARRA, but please let us know if your agency has sought funds from other ARRA programs (Bureau of Reclamation, Army Corps of Engineers, Department of Energy, U.S. Department of Agriculture, etc.)
• Did you seek funding in the form of a typical loan or in the form of additional subsidization (e.g., grants, principal subsidy, negative interest loans, etc.)?
• What was the State’s reaction to your project funding request and did you experience any roadblocks regarding this request?
• Have you encountered any roadblocks at the local level related to the ARRA’s provisions (e.g., the Buy-American or prevailing wage provision of the ARRA, or local bidding or procurement issues, among others)?
• If the experience so far has been positive/successful, please provide further details as to how you worked with your state to ensure this outcome.
