The City of Richmond (population approximately 103,400) is located approximately 16 miles from downtown San Francisco, covers 56 square miles, and has 32 miles of shoreline. THE POSITION
Guided by a commitment to exceptional customer service, the ideal candidate for the Environmental Service Supervisor position will be a positive and effective leader in a team environment, one who demonstrates a collaborative approach to working with others in the organization, with strong interpersonal and communications skills. The Environmental Services Supervisor will plan, organize, direct and supervise the work supporting a broad range of environmental programs, including the laboratory at the City’s new Ellis Creek Water Recycling Facility, the pollution prevention program, and the environmental compliance inspection pre-treatment program; interpret laboratory analyses; implement National Pollutant Discharge Elimination Program System (NPDES) programs related to wastewater, sewer collection system, storm water, recycled water, , biosolids, and collection system programs; and oversee the water conservation program. Individuals with positive, “can-do” attitudes are of particular interest.
The Environmental Services Supervisor must be technically savvy and have five years of increasingly responsible work experience in a water and/or wastewater and/or industrial laboratory setting with at least one of those years as a supervisor. Knowledge of the techniques, principles and practices of NPDES regulations is required.
A Bachelor’s degree from an accredited college with major coursework in chemistry, biology, environmental science, or a related field is required, possession of a valid California Class C driver’s license with a satisfactory driving record is required, and possession or acquisition of a California Water Environment Association (CWEA) Laboratory Analyst Grade III certificate is required within two years of appointment.
THE WATER RESOURCES AND CONSERVATION DEPARTMENT
The Department of Water Resources and Conservation protects the health of the City and the environment by providing the City’s residents and businesses with a clean, safe and reliable water supply, and by collecting and effectively treating and recycling the City’s wastewater. The Department operates an extensive water recycling program that reuses over 30% of the treated wastewater. The Department also manages the City’s storm water systems, including a state-of-the-art Flood Alert system which monitors and tracks precipitation and water levels in the City’s streams during severe storm events. The City’s service area covers 14 square miles, with over 400 miles of underground pipeline systems. The Water Resources Department annually provides 3.2 billion gallons of drinking water, cleans 2 billion gallons of wastewater and distributes 670 million gallons of recycled water.
POSITION DUTIES
- Plan, organize, direct, and supervise the work related to the Department’s NPDES permits.
- Oversee and administer environmental documentation for the department’s programs and projects; oversee completion of mitigation measures as required by the California Environmental Quality Act (CEQA).
- Assist with the budgeting, planning, implementation and coordination of an extensive water pollution monitoring and control program.
- Prepare permit renewal submittals and documentation as required.
- Perform technical review of existing, proposed, and new local, state, and federal environmental regulations and provide appropriate input to City management.
- Ensure maintenance of the Environmental Laboratory Accreditation Program certificate issued by the State of California Department of Health Services.
- Develop, evaluate, and implement laboratory policies, procedures, and standards to meet permit requirements.
- Prepare a variety of technical reports, including those required by other government agencies.
- Oversee and be responsible for completion of permit conditions and mitigation requirements for Capital Improvement Projects.
- Coordinate pollution prevention activities with local businesses and other government agencies.
- Establish monitoring systems and schedules for environmental compliance analyses.

- Make recommendations for improving modeling tools and techniques and analytical techniques; coordinate with representatives from EQA and MCES business units on data sharing, standards, and technology; coordinate with external agencies and organizations involved in water assessment and modeling. Provide technical guidance to staff on GIS, modeling and spatial analysis.
- Assess current and ongoing monitoring, data collection, management and reporting systems and procedures for adequacy in supporting the agency's mission; make recommendations to improve systems and processes; serve as a technical expert on agency and inter-agency teams.
- Provide guidance to staff on developing and documenting standard operating procedures for the collection and review of data; provide field support for monitoring activities on a non-routine basis (e.g. field audits, special problems, staff training etc.).
- Reports information to the MCES Executive Team, the Council and its committees, and other organizations as requested.
Education/Experience:
Master's degree in Environmental Science, Water or Natural Resources Management, Chemistry, Biology or related field. Three years of modeling and analyzing data at a high level.
