NACWA Priority Issues - National Pretreatment Program |

Through the U.S. Environmental Protection Agency (EPA) programs such as Effective Local Limits and Effluent Guidelines, the National Pretreatment Program has been one of the most successful initiatives under the Clean Water Act. To continue this tradition of success, NACWA recommends that EPA:
- Review the existing effluent guidelines program and evaluate whether the program continues to have a meaningful impact on achieving water quality improvements. NACWA believes it is unnecessary to develop any new categorical pretreatment standards, such as Airport Deicing Operations and Drinking Water Supply and Treatment as proposed by EPA, given the robust, locally-implemented programs developed by treatment facilities.
- Develop, in conjunction with NACWA, a new 50 POTW Study that provides updated removal efficiencies, physical parameters and process data to evaluate pretreatment standards.
- Continue to support local pretreatment programs via robust regulatory and legal advocacy.
- Continue to facilitate stakeholder input in Agency decision-making regarding its pretreatment program as treatment facilities are best positioned to provide EPA with information regarding existing pretreatment standards and the potential need for additional controls.
